Training Material: Forests & Communities – Rights, Protection, & the Law.

Author: Part III Team

We are committed to developing simple, accessible resources to increase understanding of legal rights, knowledge, and the protections offered by the Indian Constitution among marginalized communities.

As part of these efforts, we have made a training material – ‘Forests & Communities – Rights, Protection, & the Law.

This booklet is designed as a practical resource for forest-dwelling communities, grassroots trainers, and local leaders working on issues related to forests, conservation, and community rights. It is available in English and Hindi.

What does the booklet cover?

  • A simple explanation of what defines a forest and how this definition has evolved over time.
  • Types of forests under Indian law: reserved, protected, village, sanctuary, and national park.
  • Rights of forest-dwelling communities and Scheduled Tribes under the Forest Rights Act, 2006.
  • Key provisions of forest and wildlife laws — including the Indian Forest Act, 1927, the Wildlife Protection Act, 1972, and the Forest (Conservation) Act, 1980.
  • Community participation in forest governance through the Gram Sabha and local institutions.
  • Detailed sections on conservation and community reserves, tiger reserves, and guidelines for relocation and rehabilitation.
  • Step-by-step explanations of the process for claiming forest rights, settlement of rights, and community forest management.
  • Practical checklists for monitoring implementation — including rights settlement, Gram Sabha processes, and compliance with legal safeguards.
